Abstract

Os equinos desempenham um papel significativo na economia brasileira com o aumento de eventos esportivos a compreensão do Regime Aduaneiro Especial de Admissão Temporária tornou-se essencial para a entrada desses animais no Brasil. Esse regime permite a isenção de tributos sobre a importação, desde que as condições estabelecidas para sua permanência sejam cumpridas. É fundamental observar as normas relacionadas ao bem-estar animal, manejo adequado, vacinação e exames de saúde, com a documentação dos animais registrada em passaportes individuais. O objetivo deste artigo é analisar a logística da admissão temporária de equinos em eventos esportivos no Brasil, abordando sobre como ocorre a admissão temporária, identificando as regulamentações. Além de avaliar os principais desafios logísticos e bem estar animal. A metodologia empregada ocorreu por meio de uma pesquisa bibliográfica e documental. Os principais resultados afirmam que os órgãos intervenientes e anuentes desempenham papéis fundamentais na autorização e fiscalização das operações de comércio exterior, garantindo a conformidade e a segurança das transações. A logística desempenha um papel crucial nesse processo, garantindo o fluxo eficiente, incluindo o transporte adequado de animais vivos como os equinos, mediante o cumprimento de normas específicas de bem-estar animal. Conclui-se que A pesquisa evidenciou que a burocracia documental e a falta de padronização entre normas nacionais e internacionais constituem os maiores desafios, sendo a digitalização dos processos e a harmonização normativa caminhos promissores para superá-los.

Horses play a significant role in the Brazilian economy. With the increase in sporting events,understanding the Special Customs Regime for Temporary Admission has become essential for the entry of these animals into Brazil. This regime allows for the exemption of import taxes, provided that the conditions established for their stay are met, with the requirement of return to the country of origin after the events. It is fundamental to observe the regulations related to animal welfare, proper handling, vaccination, and health examinations, with the animals' documentation registered in individual passports. The objective of this article is to analyze the logistics of the temporary admission of horses to sporting events in Brazil, addressing how temporary admission occurs, identifying the regulations, and evaluating the main logistical challenges and animal welfare. The methodology employed was through bibliographic and documentary research. The main results affirm that the intervening and consenting bodies play fundamental roles in the authorization and supervision of foreign trade operations, guaranteeing the conformity and security of transactions. Logistics plays a crucial role in this process, ensuring efficient flow, including the proper transport of live animals such as horses, while complying with specific animal welfare standards. The research concluded that bureaucratic paperwork and a lack of standardization between national and international regulations constitute the greatest challenges, with process digitization and regulatory harmonization being promising avenues to overcome them.
