This article presents the development of a web platform designed to support responsible animal adoption, utilizing Information and Communication Technologies (ICTs) as a practical tool to address the issue of overcrowding in regional shelters and NGOs. The primary objective of this study is to create a centralized digital environment capable of connecting potential adopters with animal protection institutions in a fast, secure, and intuitive manner. The adopted methodology is grounded in technological development research, with a bibliographic and applied basis, structured under the hypothetical-deductive method in compliance with ABNT standards. Regarding the technical architecture, the interface utilizes HTML5, CSS3, and JavaScript, ensuring full responsiveness. The project structure features the implementation of PHP and Node.js on the back-end, including a web scraping module for automated collection and standardization of data from collaborating entities. For data storage, a relational database management system is employed, ensuring information organization and integrity. The results evidence the platform's effectiveness in profile segmentation, optimizing the match between the animal and the ideal adopter, while clearly directing users to the official channels of the registered organizations.
