| Abstract: | Este estudo analisa a estruturação e os desafios da logística reversa do
alumínio no Brasil, destacando o país como referência global em reciclagem, com
taxas de recuperação de latas superiores a 98% há mais de 15 anos. A pesquisa
investiga o fluxo do alumínio secundário, desde a capilaridade da coleta por
cooperativas e catadores até o reprocessamento industrial por grandes players como
Novelis e Latasa. O trabalho aborda o impacto da exportação de sucata
reprocessada, que registrou um crescimento de 150% entre 2022 e 2024, drenando
insumos essenciais para a indústria nacional e gerando uma capacidade ociosa de
aproximadamente 35% no parque reciclador brasileiro. Por meio de uma metodologia
qualitativa de natureza descritiva e exploratória, analisa-se como a eficiência do ciclo
de reintegração — que chega a apenas 60 dias para latas de bebidas — é
confrontada pela pressão de mercados externos, especialmente o chinês. Conclui-se
que o fortalecimento das políticas de economia circular e incentivos à manutenção da
sucata no mercado interno são vitais para reduzir a pegada de carbono e garantir a
sustentabilidade e soberania da cadeia produtiva do alumínio no Brasil.
Como objetivo geral deste trabalho destaca-se o objetivo de se responder à
pergunta: Como conciliar a balança comercial brasileira, bem como a necessidade de
assegurar alumínio para as próprias necessidades industriais e, ainda assim, atender
o mercado externo, de forma a proteger e garantir os interesses econômicos de toda
a cadeia produtiva do alumínio? Ressaltando que a cadeia de reuso do Alumínio
garante benefícios para a sociedade como um todo, passando pelos eixos da
economia, preservação do meio ambiente e sociedade This study analyzes the structure and challenges of aluminum reverse logistics in Brazil, highlighting the country as a global reference in recycling, with can recovery rates exceeding 98% for more than 15 years. The research investigates the flow of secondary aluminum, from the capillarity of collection by cooperatives and waste pickers to industrial reprocessing by large players such as Novelis and Latasa. The work addresses the impact of the export of reprocessed scrap, which registered a growth of 150% between 2022 and 2024, draining essential inputs for the national industry and generating an idle capacity of approximately 35% in the Brazilian recycling park. Through a qualitative methodology of a descriptive and exploratory nature, it analyzes how the efficiency of the reintegration cycle — which reaches only 60 days for beverage cans — is confronted by the pressure of external markets, especially the Chinese market. It is concluded that strengthening circular economy policies and incentives for maintaining scrap in the domestic market are vital to reducing the carbon footprint and ensuring the sustainability and sovereignty of the aluminum production chain in Brazil. The overall objective of this work is to answer the question: How to reconcile the Brazilian trade balance, as well as the need to secure aluminum for its own industrial needs and still meet the external market, in order to protect and guarantee the economic interests of the entire aluminum production chain? Emphasizing that the aluminum reuse chain guarantees benefits for society as a whole, encompassing the axes of the economy, environmental preservation, and society. |
