Exportação da base industrial de defesa brasileira no período de 2020 a 2025

Abstract

O presente trabalho analisa a evolução das exportções da Base Industrial de Defesa (BID) brasileira no período de 2020 a 2025, investigando os fatores internos e externos determinantes para as fases de contração, recuperação e expansão vivenciadas pelo setor. A pesquisa adota abordagem de analise documental e revisão bibliográfica, com método qualitativo, utilizando fontes oficiais nacionais e internacionais, como o SEPROD/Ministério da Defesa, o MDIC/Comex Stat, o SIPRI e a United States International Trade Commission (USITC). Os resultados evidenciam que a pandemia de COVID-19 provocou acentuada retração nas exportações ao inicio do periodo analisado, interrompendo contratos e cadeias logísticas. No periodo dado como recuperação, a reativação de contratos represados e pela retomada da economia global impulssionaram o setor. Logo após, o setor ingressou em uma fase de expansão, alcançando o recorde histórico de US$ 3,10 bilhões em exportações no último ano da série, resultado atribuído ao aumento dos gastos militares globais decorrente dos conflitos geopolíticos, especialmente a guerra entre Rússia e Ucrânia, e à atuação conjunta entre o Estado e a iniciativa privada na promoção comercial internacional da BID. Os Estados Unidos consolidaram-se como o principal destino das exportações brasileiras de armas e munições, seguidos por Emirados Árabes Unidos, Holanda e Alemanha. Os achados reforçam que os fatores externos foram os principais indutores das inflexões no desempenho exportador, enquanto os fatores internos determinaram a intensidade da resposta do setor a cada fase.

The present study analyzes the evolution of exports from the Brazilian Defense Industrial Base (DIB) in the period from 2020 to 2025, investigating the internal and external factors determining the phases of contraction, recovery, and expansion experienced by the sector. The research adopts a documentary analysis and bibliographic review approach, with a qualitative method, drawing on national and international official sources such as SEPROD/Ministry of Defense, MDIC/Comex Stat, SIPRI, and the United States International Trade Commission (USITC). The results show that the COVID-19 pandemic caused a sharp contraction in exports at the beginning of the analyzed period, disrupting contracts and logistics chains. During the recovery phase, the reactivation of pent-up contracts and the resumption of the global economy drove the sector forward. Shortly thereafter, the sector entered an expansion phase, reaching the all-time record of US$ 3.10 billion in exports in the last year of the series, a result attributed to the increase in global military spending stemming from geopolitical conflicts, especially the war between Russia and Ukraine, and to the joint action between the State and the private sector in the international trade promotion of the DIB. The United States consolidated its position as the main destination for Brazilian arms and ammunition exports, followed by the United Arab Emirates, the Netherlands, and Germany. The findings reinforce that external factors were the primary drivers of the inflections in export performance, while internal factors determined the intensity of the sector's response at each phase.
