Título de Município de Interesse Turístico (MIT): estudo sobre a cidade de Presidente Prudente-SP

Abstract

Para o governo estadual, o turismo é considerado vetor de desenvolvimento, de tal modo que legislações específicas são propostas a fim de fomentar a atividade. Um exemplo é a Lei Complementar Nº 1.261, de 29 de abril de 2015, que estabelece condições e requisitos para a classificação de Estâncias e de Municípios de Interesse Turístico (MITs). Nesse cenário, a gestão pública de Presidente Prudente concorreu a essa titulação em 2018, mas não obteve sucesso devido aos critérios: potencial turístico, equipamentos e serviços turísticos. O objetivo geral deste artigo foi analisar a trajetória do governo municipal de Presidente Prudente/SP no processo de solicitação do MIT. O principal problema investigado foi quais os efeitos do título de MIT para o planejamento do turismo na cidade de Presidente Prudente? Tendo em vista os objetivos propostos e a problemática apresentada, esta pesquisa pode ser classificada como aplicada, explicativa e de abordagem qualitativa. Optou-se pelo estudo de caso para conseguir informações aprofundadas sobre o processo de solicitação do MIT em Presidente Prudente. Sendo assim, foram realizadas revisões bibliográficas e documentais, a partir de consultas nas plataformas científicas do SciELO, Periódicos CAPES e Google Acadêmico. Todo material identificado nessa etapa da pesquisa foi organizado por temáticas, como: legislação; MIT; turismo em Presidente Prudente; políticas públicas de turismo; entre outras. O estudo é relevante para o setor de serviços e, sobretudo, para eventos porque o título de MIT fortalece as práticas econômicas de mercado com foco no turismo, favorecendo o desenvolvimento socioeconômico local. Destaca-se que o trabalho regionalizado permite ganhos não só para o município que recebe o turista, mas para toda a região. Os resultados obtidos mostram que a trajetória de Presidente Prudente em relação ao título de Município de Interesse Turístico esbarra em aspectos técnicos relacionados à sistematização de informações e apresentação documental conforme a legislação exige. Com a negativa do título de MIT, o processo encontra-se em revisão com possibilidades de parecer favorável em nova solicitação da titulação pelo governo municipal.

For the state government, tourism is considered a development vector, in such a way that specific legislation is proposed to encourage the activity. An example is Complementary Law No. 1,261, of April 29, 2015, which establishes conditions and requirements for the classification of Resorts and Municipalities of Tourist Interest (MITs). In this scenario, the public management of Presidente Prudente competed for this title in 2018 but was unsuccessful due to the criteria: tourist potential, equipment, and tourist services. The general objective of this article was to analyze the trajectory of the municipal government of Presidente Prudente/SP in the MIT application process. The main problem investigated was what are the effects of the MIT title for tourism planning in the city of Presidente Prudente? In view of the proposed objectives and the presented problem, this research can be classified as applied, explanatory and with a qualitative approach. We opted for the case study to obtain in-depth information about the MIT application process in Presidente Prudente. Therefore, bibliographical and documentary reviews were conducted, based on consultations on the scientific platforms of SciELO, Periodicals CAPES and Google Scholar. All material identified in this stage of the research was organized by themes, such as: legislation; MIT; tourism in Presidente Prudente; public tourism policies; among others. The study is relevant for the service sector and for events because the MIT title strengthens market economic practices, with a focus on tourism, favoring local socioeconomic development. It is noteworthy that the regionalized work allows gains not only for the municipality that receives the tourist, but for the entire region. The results obtained show that Presidente Prudente's trajectory in relation to the title of Municipality of Tourist Interest comes up against technical aspects related to the systematization of information and document presentation as required by law. With the denial of the title of MIT, the process is under review with the possibility of a favorable opinion on a new request for the title by the municipal government.
