A violência no futebol brasileiro no processo de conversão de estádios em arenas: estudo de caso da arena Allianz Parque

Abstract

Presente no cotidiano da vida brasileira, o futebol se tornou perigoso com o aumento da violência a partir da era da ditadura militar, quando a violência migrou para os estádios de futebol e seus arredores desde então. Muitos fatores incitam a violência, porém, há também os fatores que a facilitam, sendo esses fatores institucionais, como leis com punições brandas, e baixo investimento em conscientização. Por sua vez, a estrutura física do local de um evento esportivo pode impactar no que diz respeito à violência. Assim, a pesquisa procura refletir de que forma a segurança pública e a segurança das praças esportivas, impactam eventos futebolísticos e se, atualmente, o modelo de arenas multiuso, em especial o da Arena Allianz Parque, contribui para a diminuição da violência envolvendo esse esporte. O trabalho se baseia na pesquisa bibliográfica em artigos e reportagens dos últimos 20 anos, analisando aspectos que vão da história dos campeonatos de futebol no Brasil, até o levantamento das características do Allianz Parque em relação ao Pacaembu - Estádio Municipal Paulo Machado de Carvalho. Realiza-se, assim, um paralelo com os motivadores da violência, e os dados sobre os números dos confrontos e mortes relacionadas ao futebol nos últimos 20 anos, além das medidas implementadas por instituições como FPF (Federação Paulista de Futebol) e Ministério Público visando a coibição de agressões e vandalismos em dia de partidas de futebol. Por fim, abordase a conversão dos estádios futebolísticos em arenas multiuso e o impacto que essas arenas tiveram na rotina dos espectadores de eventos esportivos, com destaque para documentos midiáticos das praças esportivas que são objetos dessa pesquisa, além da regulamentação dos campeonatos esportivos que usam esses campos para suas disputas. Como resultado geral, nota-se certo nível de queda da violência a partir de 2014, data que coincide com a construção das Arenas no Brasil, contudo, associado a viii outros fatores como a adoção da medida da torcida única, o Estatuto de defesa do torcedor, a mudança do perfil socioeconômico dos torcedores frequentadores das novas praças esportivas

Present in the daily lives of Brazilians soccer has become dangerous with the increase of violence since the era of the military dictatorship, when violence migrated to soccer stadiums and their surroundings since then. Many factors incite violence, however, there are also factors that facilitate it, being these institutional factors, such as laws with mild punishments, and low investment in awareness. In turn, the physical structure of the venue of a sporting event can impact with respect to violence. Thus, the research seeks to reflect how public safety and the safety of sports venues, impact soccer events and whether, currently, the multipurpose arena model, especially that of Arena Allianz Parque, contributes to the reduction of violence involving this sport. The work is based on bibliographic research in articles and reports from the last 20 years, analyzing aspects ranging from the history of soccer championships in Brazil, to the survey of the characteristics of Allianz Parque in relation to Pacaembu (Municipal Stadium Paulo Machado de Carvalho). Thus, there is a parallel with the motivators of violence, and data on the numbers of confrontations and deaths related to soccer in the last 20 years, in addition to the measures implemented by institutions such as FPF (Federação Paulista de Futebol) and the Public Prosecutor's Office aiming the restraint of aggression and vandalism on the day of soccer matches. Finally, it addresses the conversion of soccer stadiums into multipurpose arenas and the impact these arenas had on the spectators' routine of sporting events, with emphasis on media documents from the sports venues that are objects of this research, in addition to the regulation of the sports championships that use these fields for their disputes. As a general result, there is a certain level of decline in violence as of 2014 (year of the construction of the x Arenas), however, associated with other factors such as the adoption of the single crowd measure, the fan's defense statute, the change of socioeconomic profile of fans attending new sports venues.
