O reflexo da concentração sucroalcooleira no pagamento aos fornecedores de cana da região de Sertãozinho

Abstract

A diversificação da matriz energética, na busca de um desenvolvimento sustentável, com o fim de garantir a segurança e a necessidade na redução de gases responsáveis pelo efeito estufa, são os desafios do mundo atual e, neste contexto, o Brasil é hoje o centro deste cenário global, onde os biocombustíveis são tratados como uma importante solução para estas duas questões que preocupam a humanidade. O presente trabalho faz um histórico do setor sucroenergético que, desde quando ainda regulamentado pelo governo, houve a estratégia de incentivar a implantação de um programa nacional de substituição da gasolina pelo etanol face aos altos preços do petróleo em 1975, fundamental para colocar o país em posição de destaque no atual cenário global. Após a desregulamentação do setor, exigiu-se formação do CONSECANA-SP que, desde então, é o modelo de gestão do setor ditando, inclusive, sobre a remuneração da matéria prima aos fornecedores de cana através qualidade, métodos analíticos para a determinação da qualidade e a formação de preço. A região de estudo (Sertãozinho-SP) foi descrita quanto às unidades industriais, moagem e a remuneração do fornecedor de cana ao longo dos anos. Complementando, o trabalho abordou a entrada do capital estrangeiro no setor, através das fusões e aquisições de unidades da região com grupos de capital estrangeiro formando grandes grupos econômicos e, deste modo, o trabalho também avaliou as interferências destes grandes grupos na remuneração do fornecedor de cana da região. Constatou-se uma redução na diferença do valor médio pago a partir da safra 2.003/2.004 comparativamente à média do estado de São Paulo divulgada pelo CONSECANA-SP, constatou-se também que, o capital estrangeiro detém 58% de toda a cana esmagada na região.

The diversification of the energy matrix with a view to ensure the safety and the need in the reduction of greenhouse gases in pursuit of sustainable development, are the challenges of the world currently and in this context, Brazil is today the center this background global, where biofuels are treated as an important solution to these two questions that concern humanity. The region studied (Sertãozinho-SP) was described as industrial units, milling and remuneration of the sugar cane suppliers over the years. Following on this document discussed the entry of foreign capital in the industry through fusions and acquisitions of units in the region with groups of foreign capital forming large economic groups and, consequently, the study evaluated the interference of these main groups on remuneration of cane supplier in the region. There was a decrease in the difference of the average amount paid over the years, to the detriment of the average state of São Paulo-SP released by CONSECANA-SP and foreign capital which currently holds 58% of all cane crushed in the region
