Logística humanitária em comunidades vulneráveis da Grande São Paulo

Abstract

O presente Trabalho de Conclusão de Curso tem como objetivo analisar como a logística humanitária pode ser planejada e executada de forma eficiente para reduzir o tempo de resposta em comunidades vulneráveis da Grande São Paulo diante de desastres. A metodologia empregada baseou-se em revisão bibliográfica e análise teórica sobre desastres naturais, vulnerabilidade social e gestão de riscos, com ênfase no uso de tecnologias e no engajamento comunitário. Os principais resultados indicam que a aplicação de ferramentas tecnológicas, como drones, inteligência artificial e sistemas de informação geográfica, associadas à comunicação interinstitucional e à participação ativa das comunidades locais, contribui significativamente para otimizar o tempo de resposta, reduzir desperdícios e promover uma distribuição mais justa dos recursos. Conclui-se que a logística humanitária, além de sua dimensão operacional, é uma prática social e ética, capaz de restaurar dignidade, fortalecer a resiliência e impulsionar a reconstrução das comunidades afetadas.

This study aims to analyze how humanitarian logistics can be efficiently planned and executed to reduce response time in vulnerable communities of Greater São Paulo in the face of disasters. The methodology was based on a bibliographic review and theoretical analysis of natural disasters, social vulnerability, and risk management, emphasizing the use of technologies and community engagement. The main results indicate that the application of technological tools — such as drones, artificial intelligence, and geographic information systems — combined with interinstitutional communication and the active participation of local communities, significantly improves response time, reduces waste, and promotes a fairer distribution of resources. It is concluded that humanitarian logistics, beyond its operational dimension, is a social and ethical practice capable of restoring dignity, strengthening resilience, and supporting the reconstruction of affected communities.
