Desafios e perspectivas da gestão de pessoas na Atenção Primária à Saúde: uma revisão da literatura

Abstract

Estudo desenvolvido com o objetivo de identificar e descrever os principais desafios e perspectivas relacionadas a gestão de pessoas na Atenção Primária á Saúde (APS) mais especificamente nas Unidades Básica de Saúde que atuam na Estratégia Saúde da Família. O método escolhido para o desenvolvimento deste estudo foi a Revisão de Literatura. A busca das publicações incluídas no estudo foi realizada nas bases de dados eletrônicas: LILACS, SCIELO e Google Scholar. A busca por publicações para elaboração dos resultados deste estudo concentrou-se em recuperar publicações que possibilitassem a identificação e descrição dos principais desafios e perspectivas relacionadas a gestão de pessoas na APS. Entre os principais desafios encontrados pelos gestores destacam-se: a falta de recursos, déficit de recursos humanos, alto índice de absenteísmo, ausência de manutenção predial e reformas, gerenciamento conflitos, interferência políticas e autonomia restrita. Por sua vez, as perspectivas nesse contexto apontam para necessidade de aplicação dos princípios de gestão de pessoas já validados em outros segmentos organizacionais e ainda pouco utilizados pela área da saúde, principalmente no que diz respeito à visão sistêmica das diferentes ações desenvolvidas e à modernização de ferramentas.

This study was developed with the objective of identifying and describing the main challenges and perspectives related to human resource management in Primary Health Care (PHC), more specifically in Basic Health Units that operate within the Family Health Strategy. The method chosen for the development of this study was a Literature Review. The search for publications included in the study was carried out in the electronic databases: LILACS, SCIELO, and Google Scholar. The search for publications to elaborate the results of this study focused on retrieving publications that would allow the identification and description of the main challenges and perspectives related to human resource management in PHC. Among the main challenges encountered by managers are: lack of resources, human resource deficit, high absenteeism rate, lack of building maintenance and renovations, conflict management, political interference, and restricted autonomy. In turn, the perspectives in this context point to the need to apply human resource management principles already validated in other organizational segments and still little used in the health area, mainly with regard to the systemic view of the different actions developed and the modernization of tools.
