Terceiro setor: um estudo sobre os recursos disponíveis e as práticas de gestão das entidades assistenciais de Piracicaba

Abstract

O Terceiro Setor é formado por diferentes organizações que utilizam recursos privados para fins públicos, visando suprir as necessidades que o poder público não consegue realizar da maneira que a população necessita e, em geral, os fundadores são pessoas que se identificaram com uma causa e começaram a atuar em sua defesa. Entretanto, mesmo sendo sem fins lucrativos, para sua sobrevivência é necessário gerir os recursos, sejam eles físicos, humanos ou financeiros, de maneira que suas atividades sejam autossustentáveis. E esse é o maior desafio enfrentado por tais organizações, porque na maioria dos casos os fundadores e os colaboradores contratados para a área administrativa não possuem um conhecimento aprofundado em gestão ou formação em administração. Nesse sentido, este estudo tem por objetivo geral entender de que forma as entidades assistenciais na cidade de Piracicaba/SP estão gerindo seus recursos e como a gestão está sendo realizada. A metodologia adotada foi uma revisão de literatura sobre a gestão do terceiro setor e a realização de entrevistas em profundidade com os responsáveis pela direção ou coordenação de entidades sociais inscritas no Conselho Municipal de Assistência Social (CMAS) de Piracicaba. Os resultados demonstram que tais entidades estão preocupadas em dar continuidade as suas atividades sociais, no entanto, o foco é maior com o atendimento ao público, e menor para com a gestão da entidade. A pesquisa identificou que a maioria dos colaboradores não possuem formação em gestão e acabam realizando diferentes tarefas mais ligadas a área social. Outro fator comprovado com a pesquisa é que falta na maioria das entidades um profissional voltado para a captação de recursos. A estrutura física não é adequada para as atividades que realizam e nem podem contar com o apoio dos profissionais de contabilidade terceirizados para auxiliar na gestão, pois os mesmos não são especialistas em terceiro setor, não detendo os conhecimentos específicos sobre as normativas do mesmo.

The Third Sector is formed by different organizations that use private resources for public purposes, aiming to meet the needs that the government cannot accomplish in the way that the population needs and, in general, the founders are people who identified themselves with a cause and began to act in their defense. However, even if it is non-profit, for their survival it is necessary to manage resources, whether physical, human or financial, so that their activities are self-sustaining. And this is the biggest challenge faced by such organizations, because in most cases the founders and employees hired for the administrative area do not have an indepth knowledge in management or training in administration. In this sense, this study aims to understand how the care entities in the city of Piracicaba/SP are managing their resources and how management is being carried out. The methodology adopted was a literature review on the management of the third sector and the conduct of in-depth interviews with those responsible for the direction or coordination of social entities enrolled in the Municipal Council of Social Assistance (CMAS) of Piracicaba. The results show that these entities are concerned with continuing their social activities, however, the focus is greater with public care, and lower with the management of the entity. The research identified that most employees do not have management training and end up performing different tasks more related to the social area. Another factor proven with research is that most entities lack a professional focused on fundraising. The physical structure is not adequate for the activities they perform and cannot count on the support of outsourced accounting professionals to assist in management, because they are not specialists in third sector, not holding the knowledge regulations.
