Abstract

Acidentes estruturais na construção civil vêm ocorrendo em todo o mundo ­ em muitos casos com vítimas fatais ­ desde os primórdios da Engenharia. No Brasil a situação não é e nem poderia ser diferente, mas, a não ser pelos casos noticiados nos meios de comunicação, poucas pessoas, incluindo aí os profissionais da área, têm conhecimento destas ocorrências. Os acidentes estruturais tem origem na concepção, execução e utilização da obra. Paralelamente a isto, podemos também visualizar o problema como uma consequência de ações humanas, tais como a falta de capacitação técnica do pessoal envolvido no processo (tanto na etapa de concepção como nas de execução e de manutenção), utilização de materiais de baixa qualidade, de causas naturais ligadas ao envelhecimento dos materiais componentes das estruturas e de ações externas. Nos dias de hoje alguns fatores contribuem decisivamente para aumentar a possibilidade de ocorrência de acidentes estruturais. Em primeiro lugar temos o próprio envelhecimento das estruturas, especialmente aquelas de concreto armado ou protendido, que só agora estão entrando em uma fase que poderíamos denominar de maturidade. Em segundo lugar, e contribuindo decisivamente para a aceleração da deterioração das estruturas, temos a poluição atmosférica causada pelo alto grau de industrialização das cidades. Temos ainda o crescimento acelerado da construção civil, que provocou a necessidade de inovações, as quais trouxeram, por si mesmas, a aceitação implícita de maiores riscos, embora dentro dos limites que são regulamentados das mais diversas formas. Tudo isto, aliado às falhas inevitáveis inerentes ao ato de construir, formou um panorama bastante propício à ocorrência dos acidentes estruturais. Evitar a repetição dos acidentes é um desafio para todos nós, em especial para os engenheiros civis que são responsáveis pela obra antes, no decorrer e após a finalização. Já os corretores de imóveis possuem a responsabilidade de avaliar as condições do imóvel alertando sobre irregularidades existentes e indicar um profissional para a manutenção, reforma ou até mesmo a condenação do imóvel.

We still have the accelerated growth of construction, which provoked the need for innovations, which brought, by themselves, the implicit acceptance of greater risks, although within the limits that are regulated in the most diverse ways.
