Cidades inteligentes e sustentáveis: análise de ferramentas para a prestação de serviços de saúde à população do município de Vitória (ES)

Abstract

Na atualidade, quando se pensa em desenvolvimento de cidades, a Tecnologia da Informação (TI) é um dos mecanismos utilizados para o alcance de estratégias inteligentes. Com isso, um serviço inovador na área de saúde torna-se necessário para o alcance de uma cidade inteligente. O objetivo da pesquisa foi verificar se a Prefeitura de Vitória do Estado do Espírito Santo (ES) utiliza ferramentas consideradas inteligentes para prestação de serviços à população, na área de saúde. Foram realizadas entrevistas semiestruturadas com a Subsecretária de Gestão, Planejamento e Comunicação, com a Secretária de Saúde e com o Subsecretário de Tecnologia da Informação. Tais setores foram articuladores da implementação da inovação em saúde. Além disso, foram realizadas pesquisas no sítio eletrônico da prefeitura para obtenção de dados e informações sobre as ferramentas que foram planejadas e implementadas por essa prefeitura. Realizou-se qualitativa e análise de conteúdo. Concluiu-se que a prefeitura utiliza ferramentas consideradas inteligentes (como o ‘Agendamento On-line’) e que, após a implementação dessas ferramentas, mudou significativamente o serviço prestado aos usuários do munícipio, tendo havido avanços na qualidade do mesmo. Essas ferramentas também trouxeram uma redução dos custos.

Nowadays, when thinking about the development of cities, Information Technology (IT) is one of the mechanisms used to achieve smart strategies. and an innovative service in the area of health becomes necessary to reach an smart city. O objective of the research proposes to verify if the City Hall of Vitória uses tools considered smart to provide services to the population in the health area. To the achievement of answers, were done semi structured interviews to the Deputy Secretary of Management, Planning and Communication, the Secretary of Health and the Undersecretary of Information Technology, responsible for the respective sectors that were articulated in the implementation of health innovation, beyond surveys in the City Hall website to obtain data and information about the tools that were elaborated by this City Hall. The research was qualitative and the analysis was of content. It was concluded that the City Hall uses tools considered smart, such as the 'Online Scheduling', which after the implementation of these and other smart tools significantly changed the service provided to the residents of that city with great advances in quality.
