A implementação da última milha através da ciclologística na Baixada Santista

Abstract

O estudo aborda a implementação da logística de última milha por meio da ciclologística na Baixada Santista, analisando seus desafios, oportunidades e perspectivas futuras. A pesquisa parte do crescimento populacional e do consequente aumento de veículos na região, fatores que intensificam congestionamentos e dificultam a eficiência das entregas urbanas. Paralelamente avanço do e-commerce que após a pandemia exigiu uma maior demanda por soluções logísticas rápidas, sustentáveis e de baixo custo, tornando a última milha um ponto crucial para o desenvolvimento da cadeia de suprimentos. Diante desse cenário, a ciclologística surge como alternativa viável, aproveitando a malha cicloviária existente na região reduzindo custos operacionais, diminuindo emissões de CO₂ e oferecendo agilidade em áreas congestionadas. Estudos nos apresentam que bicicletas são eficientes especialmente em regiões densas, contribuindo para entregas urbanas mais econômicas e ambientalmente conscientes. No entanto, a Baixada Santista ainda enfrenta obstáculos estruturais, como a falta de integração entre municípios, malha cicloviária insuficiente, trechos danificados e a baixa priorização de investimentos públicos. Embora planos como o Plano Cicloviário Metropolitano proponham melhorias, sua execução tem avançado de maneira lenta. Apesar das barreiras, os resultados apontam grande potencial regional para adoção da ciclologística, especialmente diante valorização de entregas feitas de maneira sustentáveis por parte de consumidores e empresas. A pesquisa conclui que, com investimentos adequados em integração urbana, inovação tecnológica e principalmente na infraestrutura , a ciclologística pode se consolidar como uma solução que alem de ser boa se torna extremamente estratégica para a última milha, melhorando a mobilidade, reduzindo impactos ambientais e fortalecendo a eficiência logística na Baixada Santista.

The study addresses the implementation of last-mile logistics through cycle logistics in the Baixada Santista region, analyzing its challenges, opportunities, and future prospects. The research is based on population growth and the consequent increase in vehicles in the region, factors that intensify traffic congestion and hinder the efficiency of urban deliveries. At the same time, the advancement of e-commerce, which after the pandemic demanded greater solutions for fast, sustainable, and low-cost logistics, has made the last mile a crucial point for the development of the supply chain. In this context, cycle logistics emerges as a viable alternative, taking advantage of the existing cycling network in the region, reducing operational costs, decreasing CO₂ emissions, and providing agility in congested areas. Studies show that bicycles are particularly efficient in dense regions, contributing to more economical and environmentally conscious urban deliveries. However, the Baixada Santista region still faces structural obstacles, such as a lack of integration between municipalities, insufficient cycling infrastructure, damaged sections, and low prioritization of public investments. Although plans like the Metropolitan Cycling Plan propose improvements, their implementation has progressed slowly. Despite these barriers, the results indicate significant regional potential for the adoption of cycle logistics, especially given the growing appreciation for sustainably made deliveries by consumers and companies. The research concludes that, with adequate investments in urban integration, technological innovation, and especially in infrastructure, cycle logistics can establish itself as a solution that, besides being beneficial, becomes extremely strategic for the last mile, improving mobility, reducing environmental impacts, and strengthening logistical efficiency in the Baixada Santista.
