Previdência social no Brasil: sistema atual e propostas de mudança

Abstract

Atualmente, o tema Previdência Social está sendo discutido periodicamente no Congresso e exposto à população por meio dos veículos de comunicação. Nesse contexto, está sendo avaliada uma nova reforma da Previdência Social a fim de tornar as regras mais rígidas e garantir os futuros pagamentos de benefícios aos contribuintes que se adequam às novas regras. Diante da importância do tema, o objetivo geral deste estudo é propor, por meio de uma revisão de literatura, um estudo sobre o sistema atual de Previdência Social e as propostas mudança, além da importância dessa reforma que está gerando grande repercussão no Brasil. Ao longo do trabalho, foram apresentados diversos aspectos relacionados à Previdência Social no Brasil, como conceito, origem, evolução do sistema previdenciário, assim como sua organização e a importância socioeconômica desse sistema, focando no Regime Geral da Previdência Social. Essa reforma tem como objetivo minimizar os problemas gerados da concessão irregular de benefícios e ao mesmo tempo questionar a real situação das contas da Previdência, seus impactos nas contas públicas e na vida dos contribuintes e futuras aposentadorias. No que diz respeito aos problemas relacionados à Previdência Social, vale ressaltar a preocupação com o envelhecimento da população e a redução do número de contribuintes ativos com o passar dos anos. Este trabalho tem como objetivo geral promover um estudo da previdência social no Brasil, apresentando o sistema atual e as propostas de mudança, a fim de verificar os novos critérios de elegibilidade para a aposentadoria e as consequências para os beneficiários e a sociedade, na opinião de especialistas no assunto. As principais conclusões foram que existem diversos pontos de vista sobre a reforma da Previdência, além de controvérsias quanto às justificativas para adoção dessa reforma, tais como o déficit previdenciário, a diminuição do número de contribuintes, os principais afetados por essas novas regras e suas consequências para vida dos trabalhadores.

Currently, the theme Social Security is being discussed periodically in the Congress and exposed to the population through the means of communication. In this context, a Social Security reform is being evaluated in order to make the rules more strict and guarantee future taxpayer benefits payments that are in line with the new rules. Given the importance of the theme, the general objective of this study is to propose, through a literature review, a study on the current system of Social Security and the proposals for change, besides the importance of this reform that is generating great repercussion in Brazil. Throughout the work, several aspects related to Social Security in Brazil were presented, such as concept, origin, evolution of the social security system, as well as its organization and the socioeconomic importance of this system, focusing on the General Social Security System. The purpose of this reform is to minimize the problems generated by the irregular granting of benefits and at the same time question the real situation of Social Security accounts, their impact on public accounts and the lives of taxpayers and future pensions. With regard to the problems related to Social Security, it is worth noting the concern with the aging of the population and the reduction of the number of active contributors over the years. This paper aims to promote a social security study in Brazil, presenting the current system and proposals for change, in order to verify the new eligibility criteria for retirement and the consequences for beneficiaries and society, in the opinion of experts in the field. The main conclusions were that there are several points of view on the reform of Welfare, as well as controversies about the justification for adopting this reform, such as the social security deficit, the reduction of the number of taxpayers, the main ones affected by these new rules and their consequences for the working class population.
