Análise de fazer ou terceirizar a distribuição de malotes entre as unidades internas de uma instituição pública

Abstract

Sabendo-se que otimizar o tempo em processos logísticos é um fator de extrema importância e muito cobrado dentro das empresas, cada vez mais se evidencia a necessidade da utilização de ferramentas que contribuam para a estratégia e tomadas de decisões. O presente artigo tem como objetivo apresentar um estudo de caso para apurar o custo logístico de fazer ou terceirizar a distribuição de malotes entre as unidades internas de uma instituição pública. Por meio de uma pesquisa de campo, onde se realizou um levantamento de informações obtidas nas unidades da instituição, puderam-se conhecer os principais problemas enfrentados para a distribuição dos documentos, todo trâmite de distribuição, despesas com os veículos, rotas percorridas e custo recorrente a mão-de-obra para realizar o serviço. A partir disto e com a contribuição de pesquisas bibliográficas, foi possível gerar os valores mensais e anuais recorrentes a este processo. Tendo conhecimento dos resultados, foi proposta a terceirização do serviço de distribuição, visando à redução dos custos, maior concentração nos objetivos de sua área produtiva e implantação da logística em suas rotas. Os resultados mostraram uma redução de 34,05% do custo com o transporte dos malotes, representando uma economia de R$ 8.209,29 ao ano para a instituição. Com isto, é possível concluir que, ao optar pelo serviço terceirizado, a instituição conseguirá remanejar seus processos, facilitando-os através da colocação correta da logística em seus trâmites, contribuindo para o desenvolvimento e crescimento de toda parte envolvida.

Knowing that optimizing time in logistics processes is a factor of extreme importance and much charged within companies, it is increasingly evident the need to use tools that contribute to strategy and decision making. The present article aims to present a case study to determine the logistic cost of making or outsourcing the distribution of pouches among the internal units of a public institution. Through a field research, where a survey of information obtained in the units of the institution was carried out, it was possible to know the main problems faced for the distribution of the documents, all distribution procedures, vehicle expenses, routes traveled and recurrent cost to perform the service. From this and with the contribution of bibliographical research, it was possible to generate the monthly and annual recurrent values to this process. Knowing the results, it was proposed the outsourcing of the distribution service, aiming at reducing costs, greater concentration on the objectives of its productive area and implementation of logistics in its routes. The results showed a 34.05% reduction in the cost of carrying the bags, representing a savings of R$ 8,209.29 per year for the institution. With this, it is possible to conclude that, by opting for the outsourced service, the institution will be able to relocate its processes, facilitating them through the correct placement of logistics in its procedures, contributing to the development and growth of all involved parties.
