Logística humanitária: um estudo dos aprendizados com a pandemia covid-19

Abstract

A logística humanitária é uma área da logística destinada ao planejamento e implantação de procedimentos primordiais para a mobilização de indivíduos, recursos e conhecimentos para prestar apoio a comunidades acometidas por desastres (Souza, 2012). Segundo Wassenhove (2006), o maior obstáculo das equipes de logística humanitária, tem sido a grande dificuldade das condições de atividades dentro do qual eles têm que trabalhar a fim de oferecer assistência aos afetados. O presente trabalho utilizou a metodologia pesquisa bibliográfica, apresentando os resultados das pesquisas realizadas no campo da Logística Humanitária, trazendo o significado do termo e mostrando os impactos sofridos pela Covid-19 no mundo, com foco no Brasil no estado de São Paulo e na cidade de Santa Bárbara D’Oeste, evidenciando quais foram os aprendizados. Para isso, o estudo fez uma varredura nas pesquisas bibliográficas existentes e analisou os resultados encontrados junto com as entrevistas realizadas que teve como objetivo identificar como foi a experiência da pandemia e se caso houvesse um novo desastre sanitário, os problemas seriam amenizados com a logística humanitária levando em consideração os aprendizados obtidos durante a Covid-19, uma vez que a área existe para auxiliar em momentos de crise. Como resultado, foi possível identificar que a população e os profissionais da saúde foram pegos de surpresa, não tendo conhecimento e noção do que realmente estava acontecendo. Verificou-se que ainda há uma carência de informações que demonstrem para a população o que realmente é/foi a pandemia e como a logística humanitária está associada para minimizar os impactos da pandemia.

Humanitarian logistics is an area of logistics aimed at planning and implementing essential procedures for mobilizing individuals, resources and knowledge to provide support to communities affected by disasters (Souza, 2012). According to Wassenhove (2006), the biggest obstacle for humanitarian logistics teams has been a great difficulty in the conditions of activities within which they have to work in order to offer assistance to those affected. The present work used a bibliographic research methodology, presenting the results of research carried out in the field of Humanitarian Logistics, bringing the term of the term and showing the impacts suffered by Covid-19 in the world, focusing on Brazil in the state of São Paulo and in city of Santa Bárbara D'Oeste, highlighting the lessons learned. To this end, the study scanned existing bibliographical research and analyzed the results found together with the interviews carried out that aimed to identify what the experience of the pandemic was like and if there were a new health disaster, the problems would be alleviated with humanitarian logistics leading taking into account the lessons learned during Covid-19, as there is an area to assist in times of crisis. As a result, it was possible to identify that the population and health professionals were caught by surprise, having no knowledge or notion of what was really happening. It was found that there is still a lack of information that demonstrates to the population what the pandemic really is/was and how humanitarian logistics are associated to minimize the impacts of the pandemic.
